“A Reinforced Concrete Pipe Culvert (RCPC) at the center of the Daang Maharlika Road in Brgy. Osmena, Hinabangan, and Samar (K0839+020) has collapsed, possibly due to old age, preventing water from flowing directly to the outlet,” sumala ha DPWH VIII.
“This obstruction has caused scouring underneath, as water naturally seeks an alternative path. The damage has led to structural instability in the pavement, eventually resulting in the formation of a hole due to the scouring at the bottom.”
